Seasonal agricultural packing jobs in Israel: packhouses, seasons and rights
In Israel, seasonal agricultural packing covers sorting, grading, packing and palletising fruit and vegetables in kibbutz, moshav and exporter packhouses, jobs that foreign nationals can only access through an employer permit issued by the Population and Immigration Authority.

Working in an Israeli packhouse
After harvest, Israeli fruit and vegetables go through packhouses where they are washed, sorted, graded, packed and cooled before export. These sites run at full capacity during export seasons, sometimes in successive shifts until late in the evening.
Packhouses belong to kibbutz or moshav cooperatives, independent growers or large exporters. Optical grading machines handle part of the sorting, but the human eye remains essential to remove damaged produce and to assemble boxes that meet each buyer’s specification.
Main packing areas
The Arava and Negev pack peppers, cherry tomatoes and potatoes. The coastal plain handles citrus and avocados. The Jordan Valley and Beit Shean pack dates and bananas, while Galilee and the Golan prepare apples and cherries for domestic and foreign markets.
Busy seasons
Arava winter vegetables keep packhouses busy from October to April. Citrus is packed from November to April, avocados from October to March and dates from August to December. Northern fruit dominates from May to October.
Typical positions
Belt sorter, packer, quality controller, labeller, pallet builder and forklift driver are the usual roles. Repetitive tasks require dexterity, speed and strict compliance with hygiene standards imposed by European and Asian supermarket customers.
Who can work in packing?
Israeli citizens and permanent residents can take these jobs freely. No foreign national, European or otherwise, may work without a permit: the employer must obtain authorisation from the Population and Immigration Authority (PIBA) and the worker needs a work visa.
What PIBA does
PIBA issues employer permits, visas and residence permits for foreign workers, licenses private recruitment offices and leads bilateral agreements. Agricultural packing positions generally fall under the same quotas as field work rather than under a separate scheme.
Agreements and quotas
Farm quotas were raised in May 2024 to up to 50,200 workers. The agreement with Thailand remains the historic reference, supplemented in 2024 by memoranda with Malawi and Ecuador. The State Comptroller’s 2026 report nevertheless highlights many recruitment obstacles.
Caution about real access
Flights, security, source-country decisions and government policy all affect whether recruitment is open. No vacancies should be taken for granted: only a recent official announcement from your national employment authority is reliable evidence that positions exist.
Pay and conditions in packhouses
Packing workers earn at least the statutory minimum wage: 35.40 shekels per hour and 6,443.85 shekels gross per month since 1 April 2026. Night work and overtime carry premium rates that must appear on the payslip.
Hours, cold rooms and pace
Shifts follow the arrival of harvest trucks and container departures. Work in cold stores or near cooling tunnels requires suitable clothing, which the employer must supply. Breaks must be respected despite the pressure of shipping deadlines.
| Item | 2026 benchmark | Note |
|---|---|---|
| Hourly minimum wage | ILS 35.40 | Based on 182 hours |
| Daily minimum (6-day week) | ILS 257.75 | Six-day week |
| Workwear and cold gear | Provided by the employer | No unfair deductions |
| Health insurance | Paid by the employer | Mandatory |
| Shared housing | Often offered | Deduction capped |
| Permit and visa | PIBA and consulate | Employer-led process |
Hygiene and food safety
Exporting packhouses apply strict certifications: hairnets, gloves, no jewellery, handwashing and batch traceability. New staff receive short training, which should also cover the risks linked to forklifts, conveyors and wet floors.
Housing and contract
When employers house workers, accommodation must meet hygiene and occupancy standards. The written contract, in a language the worker understands, sets out pay, hours, deductions and insurance. The worker keeps a copy, together with his or her own passport.
How to land a packing job
For foreign nationals, there is no direct application to an Israeli packhouse. Hiring goes through an authorised employer and, in the vast majority of cases, through recruitment organised between governments under a bilateral agreement.
- Ask your labour ministry whether an active farm agreement with Israel exists.
- Follow only official recruitment announcements, never social media offers.
- Prepare your file: valid passport, medical certificate, police clearance.
- Pass the selection tests and any interview.
- Wait for the PIBA permit assigned through the employer.
- Sign a detailed contract before departure and obtain the work visa.
- Keep contacts for your embassy and a worker support NGO.
Mistakes to avoid
Packhouse jobs, presented as less demanding than harvesting, attract fraudulent offers. Several warning signs help spot them quickly and avoid both financial losses and an irregular immigration situation that could lead to removal.
- Paying an agent a commission for a packing factory job.
- Accepting a so-called tourist visa with work: it does not exist.
- Signing a contract in a language you cannot read.
- Letting the employer keep your passport.
- Accepting unpaid overtime during export peaks.
- Ignoring your government’s official travel advice.
Common questions about packing work
The points below describe the general framework in 2026. Admission rules for foreign workers change frequently, so every situation should be confirmed with the competent authorities before taking any step or spending money.
Is packhouse work better paid than picking?
The legal minimum is the same. Differences come from overtime, night work and possible bonuses. Forklift drivers and quality controllers may earn more, depending on the employer and experience, but the hourly floor never changes.
Do you need to speak Hebrew?
It is usually not required for sorting and packing. Instructions often come through a team leader who speaks the workers’ language or English. Learning a few safety terms nevertheless makes work on the lines easier and safer.
Can you change packhouse during the contract?
Changing employer is regulated by PIBA and depends on the sector and permit. It is not automatic. In cases of abuse, an NGO or the embassy can help start the formal transfer procedure.
Can foreign students do a summer packing job?
A student visa does not automatically allow work. Any paid activity requires specific authorisation. Volunteer programmes do not allow salaried employment in a packhouse either, even for short periods during busy seasons.
